  • Matter of setting standards for identification of priority families under National Food Security Act 2013
  •  The Government of India has passed the National Food Security Act 2013

  •  Section 10 of the Act seeks to set standards for the identification of priority families.
  •  For this, a presentation has been made to the committee of senior officers constituted by the resolution number two taken using the data of social economy and caste census 2011 and it has been recommended to determine the criteria for identification of priority families from number two taken by the committee.
  •  According to the National Food Security Act 2017, 258.78 lakh in rural areas and 124.06 lakh in urban areas have to be covered for population and safety.
  • Thus the matter of determining the criteria for the identification of the entire speaking families was under the consideration of the Government.
  •   Resolution
  •  In the details of the prologue, it is decided to set the following criteria for the identification of priority families in rural and urban areas.
  •  For identification of priority families in rural areas
  • The family holding any one or more of the following must be excluded for security reasons, i.e. all households except the excluded family in KJ secc 2011 must be recognized as priority families.
  • A1 The family owns a mechanically operated three- or four-wheeled vehicle or a mechanical fishing boat.
  •  Any member above Jack is a government employee.
  • ૩ Any member of the family earning more than Rs. 10,000 per month
  • ૪ Any member of the family who pays income tax or business tax.
  •  A family holding five acres or more, irrigated land harvested in two or more seasons.
  • Holding equipment for irrigation with 7.5 acres or more of land in the family.
  • B. Inclusion standard for food security
  •  All adult earning members of the family who are disabled, seriously ill or over 5 years of age should be included in the family, even if the family is eligible to be excluded due to any of the above criteria.
  • (2) For identification of priority families in urban areas
  •  Assuming deprivation of any of the following, the family must be covered for food security.
  • A) Residential insecurity
  • 1 A family homeless
  • ૨ Families who own a house with a plastic or polythene wall and roof.
  • ૩ The family occupies a room with a thatched, bamboo, dung, raw brick or wood wall and a room with thatched, bamboo, dung, raw brick or wood roof.

  • રાષ્ટ્રીય અન્ન સલામતી કાયદો ૨૦૧૩ અન્વયે અગ્રતા ધરાવતા કુટુંબો ની ઓળખ કરવા માટેના ધોરણો નકકી કરવા બાબત

  •  ભારત સરકારે રાષ્ટ્રીય અન્ન સલામતી કાયદો ૨૦૧૩ પસાર કરેલ છે.
  •  કાયદાની કલમ 10 મુજબ અગ્રતા ધરાવતા કુટુંબો ની ઓળખ કરવા માટેના ધોરણો નક્કી કરવાના થાય છે.
  •  આ માટે સોશિયલ economy and caste census 2011 ના  ડેટાનો ઉપયોગ કરી વંચાણે લીધેલ ક્રમાંક બેના ઠરાવથી રચવામાં આવેલ વરિષ્ઠ અધિકારીઓની સમિતિ સમક્ષ પ્રેઝન્ટેશન કરવામાં આવેલ અને સમિતિએ લીધેલા ક્રમાંક-૩ થી અગ્રતા ધરાવતા કુટુંબો ની ઓળખ માટેના ધોરણો નક્કી કરવા ભલામણ કરેલ છે.
  •  રાષ્ટ્રીય અન્ન સલામતી કાયદો ૨૦૧૩ મુજબ ગ્રામ્ય વિસ્તારમાં 258.78  લાખ અને શહેરી વિસ્તારમાં 124.06 લાખની વસ્તી અને સલામતી માટે  આવરવાની થાય છે
  • આમ સમગ્ર કહતા ધરાવતા કુટુંબોની ઓળખ માટેના ક્રાઈટેરિયા નક્કી કરવાની બાબત સરકારશ્રી ની વિચારણા હેઠળ હતી.
  •   ઠરાવ
  •  આમુખ ની વિગતે ગ્રામ્ય અને શહેરી વિસ્તારમાં અગ્રતા ધરાવતા કુટુંબો ની ઓળખ માટેના ધોરણો નીચે મુજબ નક્કી કરવાનું આથી ઠરાવવામાં આવે છે.
  •  ગ્રામ્ય વિસ્તારમાં અગ્રતા ધરાવતા કુટુંબો ની ઓળખ માટે
  • નીચે પૈકી કોઈપણ એક અથવા વધારે બાબત ધારણ કરનાર કુટુંબને અને સુરક્ષા માટે બાકાત રાખવાનો રહેશે એટલે કે બાકાત રાખે કુટુંબ સિવાયના તમામ household કેજે acc 2011માં છે તેમને અગ્રતા ધરાવતા કુટુંબો તરીકે માન્ય કરવાના રહેશે.
  • અ ૧  જે કુટુંબ યાંત્રિક રીતે ચાલતું ત્રણ કે ચાર પૈડાનું વાહન કે યાંત્રિક માછીમારી બોટ ધારણ કરતું હોય.
  • ૨  જેક ઉપરનો કોઈપણ સભ્ય સરકારી કર્મચારી હોય.
  • ૩  જે કુટુંબમાં કોઈપણ સભ્ય માસિક રૂપિયા 10,000 થી વધુ આવક ધરાવતો હોય
  • ૪  જે કુટુંબમાં કોઈપણ સભ્ય આવકવેરો કે વ્યવસાય વેરો ચૂકવતો હોય.
  •  જે કુટુંબ પાંચ એકર કે તેથી વધુ,  બે કે તેથી વધુ સિઝનમાં પાક લેતી પિયત વાળી જમીન ધારણ કરતું હોય.
  • જે કુટુંબમાં 7.5 એકર  કે તેથી વધુ જમીન સાથે પિયત માટે નું સાધન ધારણ કરતું હોય.
  • બ અન્ન સુરક્ષા માટે સમાવવાનું ધોરણ
  •  જે કુટુંબના પુખ્ત વયના તમામ કમાતા સભ્યો અશક્ત હોય,  ગંભીર રીતે બીમાર હોય કે ૬૫ વર્ષથી વધુ ઉંમરના હોય,  તે કુટુંબને સમાવવાના રહેશે,  ભલે પછી તે કુટુંબ ઉપરોક્ત પૈકીના કોઈપણ ધોરણ ને લીધે બાકાત રાખવા પાત્ર હોય.
  • ( ૨) શહેરી વિસ્તારમાં અગ્રતા ધરાવતા કુટુંબો ની ઓળખ માટે
  •  નીચેની કોઈપણ એક બાબતની વંચિતતા ધારણ કરતાં કુટુંબને અન્ન સુરક્ષા માટે આવરવાના રહેશે.
  • અ ) આવાસીય અરક્ષિતતા
  • ૧  જે કુટુંબ ઘર મકાન વિહોણું હોય
  • ૨  જે કુટુંબો પ્લાસ્ટિક કે પોલીથીનની દિવાલ અને છાપરા વાળું મકાન ઘર ધરાવતું હોય.
  • ૩ જે કુટુંબ ઘાસફૂસ ,  વાંસ ,    છાણ , કાચી ઈટ કે લાકડા ની દિવાલ અને  ઘાસફૂસ ,  વાંસ ,    છાણ , કાચી ઈટ કે લાકડા ની છતવાળું એક ઓરડો કે તેથી ઓછું મકાન પર ધારણ કરતું હોય.
