  • Matter of amending the norms for identification of priority families under National Food Security Act 2017 to include the remaining beneficiaries and under the Safety Act.


  •  Resolution
  •  With the resolution dated 13 10 2020 taken from the above reading, it has been decided to change the norm for identification of priority families in rural and urban areas and to include an estimated population of about 1 million families under the National Food Security Act 2018.
  •  It is therefore decided to add 3.1 as follows in the resolution of 13 10 2020 of the section taken from the above reading.
  • From now on, a new ration card of NFSA category will have to be given to the family divided from NFSA category.
  •  In addition, after the implementation of the Food Safety Act 2016 in the state from 14 April 2016 by the state government to the date of enactment of this resolution from April 2016, any new ration card of non-NFSA category will be immediately checked by the division of NFSA card. Eligible beneficiaries will be included in the NFSA category as per the rules.
  •  The other provisions of the resolution dated 13 10 2020 of the department will remain the same.
  • Inclusion of persons with disabilities in NFSA
  • At the same time, the government has made some changes in the criteria for inclusion under NFSA as follows.
  •  Personal NFSA cards will have to be issued under this Act to the disabled beneficiaries registered under the Director of Social Security under the Department of Social Justice and Officers of the Government and similarly the disabled persons residing at an institution recognized by the Director of Social Security of the Government.
  •  Wheat Rice on behalf of the disabled beneficiaries - In order to get the grain as per the grain rules, the administrator of the government recognized institution can be appointed as the Guardian / Guardian on behalf of the beneficiaries.
  • Beneficiaries receiving old age pension in NFSA
  •  Issuance of personal NFSA card under this Act to the beneficiaries of old age pension registered under the Directorate of Social Security and Empowerment under the Department of Social Justice and Empowerment of the Government and similarly to the elderly persons residing at institutions recognized by the Director of Social Security. Will remain.
  • Grain on behalf of the beneficiaries on daily basis - In order to get the foodgrains as per the rules, the administrator of the government recognized institution can be appointed as Guardian / Guardian on behalf of the beneficiaries.
  • Widowed sisters included in the NFSA
  •  Gangaswarup Sisters - Widowed Sisters who are getting pension and Sisters who are living in Government recognized institutions will have to issue personal NFSA card under this Act.
  •  Ganga Swarup Widow Sisters will be able to act as a Guardian / Guardian on behalf of the beneficiaries and the administrator of a government recognized institution to obtain foodgrains on behalf of the beneficiaries.

  • Inclusion of construction workers in NFSA
  •  To include construction workers registered under Gujarat Building and Other Construction Workers Welfare Board under Labor and Employment Department of the Government. 
  • રાષ્ટ્રીય અન્ન સલામતી કાયદો ૨૦૧૩ અન્વયે અગ્રતા ધરાવતા કુટુંબો ની ઓળખ કરવા માટેના ધોરણો માં ફેરફાર કરી બાકી રહેલ લાભાર્થીઓને અને સલામતી કાયદા હેઠળ સમાવેશ કરવા બાબત.

  •  ઠરાવ

  •  ઉક્ત  વંચાણે લીધેલ તારીખ 13 10 2020 ના ઠરાવ થી ગ્રામ્ય અને શહેરી વિસ્તારમાં અગ્રતા ધરાવતા કુટુંબો ની ઓળખ માટેના ધોરણ માં ફેરફાર કરી આશરે ૧૦ લાખ કુટુંબોની અંદાજિત ૫૦ લાખ જનસંખ્યાને રાષ્ટ્રીય અન્ન સલામતી કાયદો ૨૦૧૩ હેઠળ સમાવેશ કરવાનું ઠરાવવામાં આવેલ છે.

  •  ઉક્ત વંચાણે લીધેલ વિભાગના 13 10 2020 ના ઠરાવમાં નીચે મુજબ ૭.૧ ઉમેરવાનું આથી ઠરાવવામાં આવે છે.

  • હવેથી NFSA  કેટેગરીમાંથી વિભાજીત થતા કુટુંબને નવું રેશનકાર્ડ NFSA  કેટેગરીનું જ આપવાનું રહેશે.

  •  તદ ઉપરાંત રાજ્ય સરકાર દ્વારા તારીખ 1 4 2016 થી રાજ્યમાં અન્ન સલામતી કાયદો ૨૦૧૩ લાગુ થયા બાદ એપ્રિલ ૨૦૧૬થી આ ઠરાવ થયાની તારીખ સુધીમાં આ પ્રકારે NFSA   કાર્ડ ના વિભાજનથી જે કોઈ નવા રેશનકાર્ડ નોન એન.એફ.એસ.એ કેટેગરીના કરેલ હશે તેમની તાત્કાલિક ચકાસણી કરીને પાત્રતા ધરાવતાં લાભાર્થીઓને નિયમોનુસાર એન.એફ.એસ.એ કેટેગરીમાં સમાવવામાં આવશે.

  •  વિભાગના તારીખ 13 10 2020 ના ઠરાવની અન્ય જોગવાઈઓ એ મુજબ જ રહેશે. 


  • દિવ્યાંગ વ્યક્તિઓનો NFSA માં સમાવેશ 

  • સાથે જ સરકારે એન.એફ.એસ.એ હેઠળ સમાવવાના ધોરણોમાં થોડો ફેરફાર કર્યો છે જે નીચે મુજબ છે.

  •  સરકારશ્રીના સામાજિક ન્યાય અને અધિકારી વિભાગ હેઠળ નિયામકશ્રી સમાજ સુરક્ષા હેઠળ નોંધાયેલ દિવ્યાંગ લાભાર્થીઓ તથા આ જ પ્રકારે જે દિવ્યાંગ વ્યક્તિઓ સરકારશ્રીના નિયામકશ્રી સમાજ સુરક્ષા ખાતા દ્વારા માન્યતા પ્રાપ્ત સંસ્થાનુ ખાતે રહે છે તેમને આ કાયદા અંતર્ગત વ્યક્તિગત એન.એફ.એસ.એ કાર્ડ આપવાના રહેશે.

  •  દિવ્યાંગ લાભાર્થીઓ વતી ઘઉં ચોખા -  અનાજ નિયમોનુસાર મેળવવા માટે સરકાર માન્ય સંસ્થાના સંચાલક શ્રી ને લાભાર્થીઓ વતી ગાર્ડિયન /  વાલી તરીકે નીમી  શકાશે.

  • વૃદ્ધ પેન્શન મેળવતા લાભાર્થીઓ નો એન.એફ.એસ.એ માં સમાવેશ

  •  સરકારશ્રીના સામાજિક ન્યાય અને અધિકારીતા વિભાગ હેઠળના નિયામકશ્રી સમાજ સુરક્ષા હેઠળ નોંધાયેલ વૃદ્ધ પેન્શન મેળવતા લાભાર્થી તથા આ જ આ પ્રકારે જે વૃદ્ધ વ્યક્તિઓ સરકારશ્રીના નિયામકશ્રી સમાજ સુરક્ષા ખાતા દ્વારા માન્યતા પ્રાપ્ત સંસ્થાનો  ખાતે રહેતા હોય તેમને આ કાયદા અંતર્ગત વ્યક્તિગત એન.એફ.એસ.એ કાર્ડ આપવાના રહેશે. 

  • રોજ લાભાર્થીઓ વતી અનાજ -  નિયમોનુસાર મેળવવા માટે સરકાર માન્ય સંસ્થાના સંચાલક શ્રી ને લાભાર્થીઓ વતી  ગાર્ડિયન /  વાલી તરીકે નીમી  શકાશે

  • વિધવા બહેનો એન.એફ.એસ.એ માં સમાવેશ

  •  સરકારશ્રીની મહિલા અને બાળ વિકાસ વિભાગ હેઠળ નોંધાયેલ છે ગંગાસ્વરૂપ બહેનો -  વિધવા બહેનો પેન્શન મેળવે છે તેવી બહેનો તથા જે બહેનો સરકાર માન્ય સંસ્થાઓ ખાતે રહેતા હોય તેવી બહેનો તેમને આ કાયદા અંતર્ગત વ્યક્તિગત એન.એફ.એસ.એ કાર્ડ આપવાના રહેશે.

  •  ગંગા સ્વરૂપ વિધવા બહેનો લાભાર્થીઓ વતી અનાજ નિયમોનુસાર મેળવવા માટે સરકાર માન્ય સંસ્થાના સંચાલક અને લાભાર્થીઓ વતી ગાર્ડિયન /  વાલી તરીકેની શકાશે.

  • બાંધકામ શ્રમયોગી નો એન.એફ.એસ.એ માં સમાવેશ 

  •  સરકારશ્રીના શ્રમ અને રોજગાર વિભાગ હેઠળના ગુજરાત મકાન અને અન્ય બાંધકામ શ્રમયોગી કલ્યાણ બોર્ડ હેઠળ નોંધાયેલ બાંધકામ શ્રમયોગી નો સમાવેશ કરવો.
